Correct that older versions break multi-arch, but I disagree that 
versioned build-dependency is needed: Both of the places multi-arch 
exist dh-buildinfo is satisfied, so it can only go wrong for unofficial 
environments (where anything can go wrong anyway).

This is IMO comparable to some binNMUs (i.e. when not simply linking 
against differently versioned libraries): Since a binNMU cannot change 
source it does not tighten build-dependencies to ensure that later 
rebuilding does not revert what was fixed by the binNMU - it is assumed 
that any later rebuild will use at least similarly new 
build-dependencies.
