Fine. I have added this single paragraph to the "Packaging Guidelines" 
section:

* In order to keep patches uniform, maintainers should configure 
DebianPkg:quilt by means of a {{{~/.quiltrc}}} file in accordance to 
the

New Maintainers' Guide]].
