Gosh, you're right!
There are some problems with path here. For this test, if you do:

 # cp -av /usr/share/blender/2.63/scripts/addons/cycles \
   /usr/lib/blender/scripts/addons

as root or in sudo, you're copying the missing files in the right place
and you should be allowed to enable Cycles Render in Blender.

The problem is that (following the Debian Policy) all the scripts were
placed under /usr/lib directory, but Cycles install path (being a new
feature in Debian) was not updated yet.
Sorry for the misleading installation.
