lv2fil package reversion

Hello Jaromír,

I agree this package's project is no longer active, however personally I
would rather see it reverted to its last stable version than removed
entirely as it is still the best open parametric eq i've been able to find.
Particularly with the forthcoming release of Ardour 3 final I think this
makes a compelling experience. As it stands the package is broken and
should either be removed or reverted to the stable version, though I would
plead for the latter.
