I believe our users deserve to know why they can't have "normal" libdvdcss.
We could quote wikipedia:
"due to fears of running afoul of DMCA-style laws" etc.
I'm open to the suggestions of better warnings.
You're right, link to upstream page is worth mentioning.

I think that won't be right to do. The idea is build a normal package which
complies with our policy. I see no reason to misuse NEWS for changelog.
