mpv: Initial packaging

Hi,

after the initial "discussion" about it [0], I decided to checkout this new mpv
thingy and today I finally managed to create the initial packaging. You can get
it from [1].

I plan to use this as my default media player (replacing mplayer2) from now on,
but I only just started to play with it, and from some initial fiddling it
looks pretty darn cool :)

The packaging TODO currently includes:
 * complete Build-Deps list to enable more features
 * debian/copyright (eh...)
 * improve short/long descriptions
 * testing
 * ITP, ...

You are of course encouraged to add yourselves as Uploaders and help out.
