Please provide the full upgrade log and contents of /var/lib/dpkg/status
before and after the upgrade.

I suspect this is yet another case of dpkg triggering unconfigured
packages (#671711).  Which dpkg maintainers don't plan on fixing, and
recommend working around in other packages.  Except I'm not aware of any
work-around having been suggested.
