Bug#717790: [vlc] VLC increases volume of PulseAudio playback stream and output device simultaneously

When increasing the volume in VLC, the volume of both the VLC playback
stream and the output device it is routed to are increased. When
decreasing the volume, only the volume of the output stream is
decreased, as expected.
