By you, if I understand correctly.
BTW, the bug doesn't just effect streaming. '.cache/vlc/art/arturl/' isn't
updated either. But streaming is easier to check.

AFAIK libproxy's job is to find out the proxy settings. And VLC does use
IPv6 to connect to the proxy.
But maybe I missed something.
Is the current Debian version of VLC going to be fixed or should I install
a version from an other source instead?
