   * What led up to the situation?

I opened a MOV file in VLC.  It shows the double vertical bar button "pause", so it seems to think it's playing, but it's stuck on the first frame.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Tried to click the "pause" button, and tried to restart the video, several times.

   * What was the outcome of this action?

No joy.

   * What outcome did you expect instead?

When you open a video file with a .MOV extension, you expect it to play, that is, show a moving picture in the VLC player, not just a still picture.
