The suggestion was to _quote_ Davis' mail.

You _referenced_ an online representation of Davis' mail.  Not same!

Also, include Davis' mail only if you consider it evidence of DFSG 
compliance.  E.g. are you comfortable with the information coming via a 
third party, that hints explicitly that it is only an interpretation of 
a far more vague (claimed) statement from the actual author?

If you do not yourself feel comfortable, then don't treat it as ok, but 
either leave the issue open for others to pick up, or chase it further - 
e.g. by asking for advice at debian-legal at lists.debian.org.
