Progress on implementing such staged builds is tracked here: 
https://wiki.debian.org/BuildProfileSpec

I believe the "Build-Profiles" approach is the most realistic approach 
to implement (and can even be applied already now - Wookie probably 
knows best so ask him if interested in helping test it).
