Thanks for including upstream release notes.  That file, however, seems 
at most a NEWS file: It is apparently an unmaintained broad overview of 
changes for some specific release - without mention of which one, but 
didn't at all since it was included and mentions only two git hashes, no 
version numbers.

I recommend to do the following:

 a) Check with upstream if current file is expected to be maintained, 
    and if so then ship it as NEWS file instead - else drop it.

 b) Manually generate at each upstream release a changelog file using a 
    git checkout and the Debian package git2cl.
