Bug#740407: mplayer: should convert tags to current locale

Dear Maintainer,

many MP 3 and similar files contain tags. If these tags are in a locale different from the
one currently used on the system, they display incorrectly. An example are BBC podcasts
(e.g. http://downloads.bbc.co.uk/podcasts/radio4/whnews/whnews_20140227-1133a.mp3), which
contain the tag
