Bug#740666: ENABLE=false in /etc/default/icecast2 causes failure when trying to stop service

If ENABLE=false is present in /etc/default/icecast2 then
'/etc/init.d/icecast2 stop' fails with:

| icecast2 daemon disabled - read /etc/default/icecast2.

It's fine to not start the service then, but I would
expect the service to stop.
