Orphaning / removing libmkv

With the last upload of handbrake, it stopped depending on libmkv and so
there are no reverse dependencies of libmkv left [1]. Since Andres is no
longer active and Fabian removed himself from Uploaders in the
repository, the package is defacto orphaned.

If nobody from the team likes to jump in and takes over maintenance of
libmkv, I'd propose to orphan the package properly. And if after
orphaning it nobody takes it over, I'd request removal of libmkv.

Please let me know if anyone objects to the plan or likes to take over
the maintenance of libmkv.

[1] handbrake still build-depends on libmkv-dev but is built with
--disable-libmkv, so libmkv-dev can be easily removed from handbrake's
Build-Depends.
