Bug#755154: vlc cache gen should happen at runtime, not buildtime

At least in the Ubuntu (14.04.1) package of vlc-nox, I can confirm that
the plugin cache file is not matching the installed plugins. The
reported mtimes are some seconds below the actial mtimes.

For example for "audio_mixer/libinteger_mixer_plugin.so", the reported
mtime is 1400338500 while the installed version of it has an mtime of
1400338604 and thus causes the plugin to be loaded on startup
independently of it being needed.

This suggests that during the packaging process the plugins are modified
after the cache was generated. I would suspect that in Debian the
problem is the same too.
