Bug#766218: RM: libmkv -- ROM; obsolete, unused, dead upstream

Please remove libmkv from unstable. It has been packaged for handbrake
which no longer uses libmkv, so it no longer has any reverse
dependencies in Debian. It is also pretty dead upstream (no commit since
the last release in 2011) and it is de-facto orphaned (Andres is no
longer active, Fabian removed himself from Uploaders in the git repo)
