Icecast 2.4.0 for unstable

Also I noticed in changelog a bump to debhelper 9.  Please relax that 
to debhelper 8 to ease backporting (no, I mean *any* backporting, not 
only use of b.d.org which has some backport of debhelper which may or 
may not be usable).

I believe that only when a -dbg package is provided _and_ multiarch is 
enabled is there an actual need for debhelper compatibility level 9.
