this teams usually (?, never encountered anything else) git-buildpackage
(aka `gbp`) with pristine-tar to maintain packaging in git.

importing new upstreams is done via `gbp import-orig`, which can use
uscan directly:
$ gbp import-orig --uscan

this will create all necessary tags and merges for you.
