VCS mails now forwarded to dispatch+$src_vcs at tracker.debian.org

Hi all,

as announced today (<20151209111821.GA13100 at home.ouaza.com>) commit messages
should not be sent to dispatch+$src_vcs at tracker.debian.org. I have updated
our setup-repository script and hooks.bcc of all git repositories to the new
address. Let me know if there are any problems.
