As I've said, I've only had a "first glance" i.e. looking at the commit
log, which mentioned that the downloading must take place, but didn't

Checking the current commit, I don't see one either (but OTOH that one
within firefox was also quite "hidden")... but this isn't the point of
this bug, is it?
I didn't say remove an existing downloader, I've said "take measurements
not to include or automatically download binary blobs",... i.e. by
adding a note to you internal maintainer TODO list or whatsoever.

If it stays like this, then everything would be fine, but then I don't
quite understand why the commit log emphasizes the blob and why they
talk about a wrapper (or is this just because of the unstable ABI)? That
sounded quite like as if auto-downloading the blob for the user's
"convenience" was the planned way to go.
