Oh, right, I failed at changing the locale and tought that fixed it. I just
invoked vlc correctly after installing that package.

Anyway, I can't reproduce your problem. I can change LC_TIME (resp. LANG and
LC_ALL) and the modified date is displayed accordingly.

What are the values of your LC_* and LANG environment variables?
