exclude mipsel from build

It looks like a bug in the package or in GCC since mipsel is somewhat
exotic there may be people working on architecture specific bugs.
To see x42-plugins in testing I suggest filing a removal request [1]
against the mipsel binary packages instead of restricting the
architectures.
