Select provider of libav* libraries

Hi all,

I think it's time to wrap all this up and share our opinion with the
rest of the Debian project. Here is the count of those fellows who
kindly took some time to think and share their views on the matter:

It must also be noted that Matteo F. Vescovi (namely the blender
most's active human maintainer) said that he would second a switch to
FFmpeg too [1] - that was at least my interpretation, Matteo please
correct me, if I am mistaken.
I understand that FFmpeg's current uploaders would also continue to
maintain FFmpeg under the Multimedia team's umbrella. Andreas, Balint,
please do correct me if I am wrong.

That should be all of it, does anybody have objections/thoughts?
