Fix versioning in eq10q package

Hi,

as lintian suggesting I should rename eq10q_2-beta7.1~repack0 to
eq10q_2~beta7.1~repack0 ( replace - with ~ )
I am using get-orig-source in rules file ... can someone more skilled help
me to do it during repacking?
