I'm sorry but I don't understand what makes you say that this is not a 
bug report.

In my opinion, the way Inkscape reacts to multiple keyboard layouts is 
not what is expected. Moreover, I could not find anything about this 
behaviour in the documentation, this is why I think that this is indeed 
a bug.

If there is not enough information in this bug or if I am not clear, 
please ask. And if you think this should be reported upstream, I can do 
it if you wish.
