Maybe, but here inksacpe installed well on a testing system. You
should check for foreign, maybe self-compiled packages:

apt-show-versions | grep unknown

and:

apt-show-versions | grep 'No available version in archiv'

Then, maybe you get an idea which packages cause the problem, if you
check which of your installed packages are not from testing:

apt-show-versions | grep -v testing
