Here's a simpler patch that also works. The torsocks wrapper script in
tails is in /usr/local/bin/wget. By using an explicit path to the
system wget, the problem is avoided.

This avoids the extra curl dependency, while also improving the
security of the build in Debian. Please consider applying (if this
should be a separate bug, please let me know).
