new upstream release: frei0r 1.5

dear Debian Multimedia maintainers,

Please note we have released a new version of the frei0r plugin
collection, 1.5, including 2 years worth of bugfixes.

Many applications depend from this and it would be ideal if you can
update the package any time soon.
