qm-dsp Ardour's new B-D

Hi IOhannes Adrian,

Ardour 5.5 disables the local copy of qm-dsp if --use-external-libs is used.
As qm-dsp is not part of debian so I decided to package it.

Unfortunately Ardour doesn't build with current external qm-dsp :(
As you are maintainers of Ardour you might be interested help me with
this issue.

Would be great to get Ardour 5.5 uploaded before freeze.
