Thanks! With any LANG that does not use . as decimal mark, I can reproduce the
issues as well. vaapi_encode_h264 uses 1.0 and 1.2 as default codev options, but
during the initialization ffmpeg fails to parse these values and aborts.
Carl, could you please take this upstream?
