kodi-pvr-iptvsimple for Jessie

Hi guys,

I'm very new to kodi, and very new to packaging.I do some backports for
jessie, but I don't know how to proceed to submit a package.
Here is attached the debian part of the pvr-iptvsimple plugin for kodi.

I got the source from https://github.com/kodi-pvr/pvr.iptvsimple.git, and
the debian part from the sid version (currently 1.12.11+git20160220). I
tested it work on a amd64 machine only, and it seems ok.

I'd like to have it published on debian-backports as it is very useful for
lots of kodi users !
