I tried now the very packages you uploaded there, and failed the same.
Some things:
root at chase:/build/audacious-plugins-3.7.2# ls
/usr/include/libroar/libroar.h
/usr/include/libroar/libroar.h
root at chase:/build/audacious-plugins-3.7.2# dpkg -S
/usr/include/libroar/libroar.h libroar-dev: /usr/include/libroar/libroar.h
root at chase:/build/audacious-plugins-3.7.2# aptitude why libroar-dev
i pbuilder-satisfydepends-dummy Depends libsndio-dev
i A libroar-dev Provides libsndio-dev
in sid there is a *real* libsndio-dev, but that package is not in
jessie. Instead, in jessie the only thing providing that package is
libroar-dev.
Which rises the question: do *you* a clean chroot?
My chroot is a simple jessie, + the jessie-bpo and the local repo added,
and the only things installed from outside jessie are the binaries built
by the locally backported audacious.
