Dear Maintainer,

svlc and qvlc are shell scripts to start VLC with the Skins2 and Qt
user interfaces respectively. Therefore, I think it would make most
sense to move them to the vlc-plugin-skins and vlc-plugin-qt packages.

Likewise the corresponding man page symbolic links.
