VLC does not display merged fonts subtitles with mkv (merged ass/ssa format) (arabic / farsian)

Hi
I noticed a problem with VLC that it does not display the merged font 
with the mkv container
the mpv and mplayer works fine with the fonts because of libass5 build 
in it and any ass file would work fine external ass/ssa file or merged
and the vlc does not display it properly look at the attachments
