kodi mini transition 16.* -> 17.*

Dear Release Team,

I would like to update kodi in unstable to the 17.x branch and this involves
updating reverse dependencies, too.

The following source packages need source updates:

Most of the packages are maintained by me under Multimedia Team's umbrella.

In terms of 'ben' lingo, the transition has the following parameters:

Affected: .build-depends ~ /kodi-addons-dev/
Good: .build-depends ~ /kodi-addons-dev[^,]*17[^,]*,/
Bad: .build-depends ~ /kodi-addons-dev[^7^,]*,/
