Bug#837096: src:libmpc: Please update to a newer snapshot

Dear Maintainer,

Would it be possible to update libmpc to a newer snapshot? It would
help me fix #834573... (Mednafen's Musepack support is broken in
Debian because I build Mednafen with the Debian libmpc package instead
of the copy of mpcdec included in Mednafen, which matches r485.)

This would allow a couple of Debian patches to be dropped too. If
you're short of time I'm willing to prepare the upgrade for you.
