[RFS] updated libva and intel-vaapi-driver bpos

Hi!

I've updated the jessie-backports branches of libva and
intel-vaapi-driver, and have lightly tested the resulting packages.
Fast-forwarding seems a bit smoother, but that might be placebo effect
;-)
