Bug#849376: Selected framerate is 29.97 but output framerate is 1000

I've encountered this same issue where the resulting framerate after
encoding a video is 1000 fps. I've tried encoding video from both a DVD
and a HD video file. I've also tried both constant and variable
framerates when encoding. Any ideas on what is causing this?
