The order of removals is a red-herring here. It should work fine
regardless of the order of removal.

I think adding the /usr/lib/*/vlc/plugins directory as an empty
directory to libvlc-bin will fix this. dpkg should then wait until
libvlc-bin is purged before complaining about empty directories (and by
that time it should be empty anyway).
