well, it's a regular xml file, nothing particularly shameful or crappy
about it.
Also, the file is not attached, but reported inline, which required
additional work to extract it; please next time actually *attach* the
file.

Furthermore it'd be useful to know the origin of the file.  There is a
comment in it saying it's coming from systemd-analyze, I trust the
comment to be correct.

That's not a useful answer to that question.  If I try to open it
inkscape shows me a white page instead of the actual graph like chromium
does.
