Bug#870562: taopm: hardcoded Pre-Depends on multiarch-support

Dear maintainer,

I have prepared an NMU for taopm (versioned as 1.0-3.1), removing the
hardcoded Pre-Depends on multiarch-support (Bug#870562). You will find
the diff attached. I have uploaded it to DELAYED/15. Please feel free 
to tell me if I should delay it longer or cancel it altogether.
