This is actually a bug in scour, where the scour binary and debhelper 
addon moved from python-scour to python3-scour.

Neither is the right place.

scour should go into an own binary package of the same name,
and the debhelper addon could also go there.

For properly handling stretch->buster upgrades, python-scour should 
depend on the new scour package.
