rtkit package dependencies

Hello,

On my debian testing system, I see in the recent change between version
0.11-5 and 0.11-6 that the dependencies of rtkit package were changed to
move policykit-1 from 'recommends' to 'depends'.   Prior to this, I had
(well, still have,  just with the old version of rtkit) a SystemD free
environment, and I was really hoping to keep it that way (actually, I will
keep it that way, even if I have to depart the Debian universe after 20
years of using it, which would be a shame).

I am requesting (strongly) that the 'depends' be reverted back to
'recommends'.
