Bug#900116: faac: please, upload the new version from salsa to unstable

Hi Fabian and others,

After reading about improvements of faac on hydrogenaudio[0], I was
interested in using it, but its version is outdated, while the latest
version already packaged is 1.29.9.

It would be sweet to have 1.29.9 and even better to have 1.29.9.2 to have
the improvements reported there (Intensity Stereo, PNS) and evaluation
against other encoders.

BTW, I saw on their git mirror repo[1] that some files with (to me)
unfamiliar licenses were substituted with LGPLv3+ (e.g., Huffman encoding)
and some unused files were removed, which is, possibly, one step closer to
being free'er.
