Bug#911095: Update sonic-pi to support rails 5

We are working on rails 5 transition for buster.

We have rails 2:5.2.0+dfsg-1 currently in experimental. Our target is to
upload it to unstable when all the packages currently depending on rails
4 support rails 5.

Please ensure sonic-pi-server is also ready for the transition.
