Bug#911237: consider splitting lv2-c++-tools

vocproc fails to cross build from source, because it fails running
lv2peg. It Build-Depends on lv2-c++-tools and since thats not marked
with Multi-Arch in any way, the host architecture instance is selected.
That one is not executable. Reading the package description, it sounds
like lv2peg consumes and produces text files. That makes it compatible
with Multi-Arch: foreign (and doing so would fix vocproc), however
lv2-c++-tools also contains static libraries. Those libraries must not
be marked Multi-Arch: foreign.

So here comes my request: Can we split the binary package lv2-c++-tools
into two such that static libraries and executables reside in different
binary packages? That'd allow applying different Multi-Arch values to
them. They can still depend on one another and such. If you agree, do
you have any preference on naming the new package?
