Bug#962127: NMU for shotdetect

Dear maintainers,

I've prepared an NMU for shotdetect, as it currently FTBFS due to
missing build-dependencies on dh-autoreconf and a related makefile.

I've also added a patch to use pkg-config to find the libxml2 and
libxslt libraries ahead of the removal of xml2-config and xslt-config.
