For example nheko (or most gnome apps) just ships the arch independent 
files also in nheko (or in their main package - for example 
gnome-calendar) binary package. I'm not really sure if splitting a 
separate package just for translations and icons is really a good idea 
(it does save some disk space, yes). Is there some document that 
recommends this kind of splitting?

The downside I see is users installing from backports will have to now 
install two binary packages or toggle priority of all packages in 
backports. I think we will be mostly likely pushing new upstream 
versions via bullseye-backports.
